Negotiators at the United Nations climate talks are deciding on a final deal that lacks a plan to phase out fossil fuels. Released on Saturday, the document, titled “Uniting humanity in a global mobilization against climate change,” does not include the guidelines that 80 nations wanted. The Brazilian presidency has promised to join Colombia in creating an independent road map. Former German special climate envoy Jennifer Morgan calls the outcome “meaningful progress.” The conference in Belem, Brazil, has been extended past its Friday deadline. Financial aid and other key issues remain unresolved. The deal requires consensus from nearly 200 nations.
